We are really confused with your very recent public speaking/statements on spl package to AP.
You said that polavaram completion responsibility is transferred to AP, as GOI has confidence on CBN. Can GOI take decisions based on confidence levels or through well defined logic? Is there any mechanism in practice to measure the performance of CMs, ministers and decisions are taken based on it?
Don't you think such statements from learned person like you will create divide among CMs and our CM may be the victim in the process. Even there is danger of someone taking legal route. In fact a year back in an interview to Eenadu you did mention that you will advise CBN to declare the lands not given for land pooling as greenbelts. Such statements are not expected from none other than our urban development minister. Elected Governments are custodians not the legal heirs, hence the governance has to be based on custodianship.
As polavaram is part of reorganisation bill with responsibility of completion is with GOI, please ensure that all technicalities including approvals/permissions, financial closures etc are granted. Otherwise showing these as hurdles and conveniently blame it on legacy, the project will be delayed and AP will become laughing stock.
By mentioning that AP is no 1 in attracting investments, highlighting our growth figures, you are giving carrot to us and stick to finance ministry. In fact few industries came up in Sri city due to logistical advantage/ pursuance of CBN. Projects promised through summits are yet to materialize. If GOI Spl status/Spl package takes some shape at the earliest with timelines, the damage down in Parliament by Congress & Bjp will be minimized to some extent.
Remember public are well aware of law and rules in vogue in our country. The repeated statements such as UPA did not put spl status in bill, showing neeti ayog or 14th finance commission as irritants are not in good taste. Our Parliament is above all these and if NDA has will there is way to handle it.
Please use your good offices to resolve these issues and help the state if possible. Otherwise it is better to leave it to us, so that our CM will handle it to the advantage of the state.
