SPL STATUS VS SPL PACKAGE TO AP (PART 3)

CBN in last two years did groundwork to establish world class city Amaravati and having lot of hopes on his dream project envisaged with 5 lakh crores investments and created hopes to public that sizable funding will be given by GOI to kick start the project.
GOI clearly gave indications that the funding for capital city will not exceed beyond 5000 crores. If this is the scope, why GOI encourage CBN to move forward with mega plans? 
How will this project move forward on the projected scale with merge funding from GOI? Will GOI assure repayment of external funding if any to this project ? We are yet to get clarity on this. 
So ambiguity in the spl package, creating confusion among public and embarrassing state govt and CBN in particular.
