MY REFLECTIONS ON BUDGET

As I was on move , could not take much time to get into the depth of budget speech.

Two very major and significant announcements in this budget are :

1. implementation of Dr M S Swaminathan recommendation on MSP to Agri commodities, i.e., farmers should get minimum support price of cost plus 50% and extending it to 23 crops covering 90% of produce. Neetiayog   is given the task of arriving at modalities. One ambiguity here is about land lease amount to be considered as input or not? With the situation where about 70% farming is happening on lease lands , if land lease amount is not included as input for calculating the cost of production, it will bring in major unrest among farmers and the purpose is defeated.

2. Health care to 10 crore people with 5 lakhs coverage. It is an excellent move and deserve to name after Modi ji and let us call it “ MODICARE - MEDICARE”.  This shall be extended to all BPL families and all persons depending only on Agri income irrespective of BPL status, with certain voluntary exclusions. We feel proud, as this idea is invented in AP as Arogyasree/Arogyamitra and now being implemented nationwide. It is not an exaggeration to say that this program is so popular and instrumental in bringing back YSR Govt back into power in 2009. Now also it is a prime program of CBN Garu and named after NTR. People of AP, demand for BPL card mainly to access health benifits, not really ration, reflecting how popular this programme is.

KUDOS to Modi ji for recognizing the pioneer efforts of AP Govt ,both in health and Agri sectors and making them as flagship programs of NDA Govt with national implementation plan.

It will be more appropriate if action plans are initiated immediately with clear time frame of making them happen in next three months.

MAJOR DISAPPOINTMENTS:

1. No mention of Vizag railway zone

2. No clarity on polavaram irrigation project allocations and completion time lines

3. Roadmap for Amaravati with centre - state responsibilities with clarity on finances.

4. Insignificant allocations various institutions like IIT, IIM etc, though they were promised in reorganization bill

5. No special treatment to AP, despite the fact that the state was put into disadvantage after loosing revenue share from Hyderabad.
